Many events not working on a non-activating panel

I have a NSPanel with the NSNonactivatingPanelMask flag set.
My magnifyWithEvent: method doesn't get called unless I remove this flag.

Is this a bug? Is there any way I can fix this without removing the NSNonactivatingPanelMask flag?
